ACT-specific premium

What the cold-climate adds.

Canberra winters get to -7°C overnight. Standard NSW/VIC building spec underperforms. ACT-specific adders:

  • Double-glazed windows throughout: +$3,400–$5,200 vs single-glazed (Brisbane standard)
  • R5.0 wall insulation: +$1,800 vs R2.5 standard
  • R6.0 ceiling insulation: +$900 vs R4.0 standard
  • Frost-rated foundation (700mm+ depth): +$2,400 vs 450mm standard
  • Hydronic or reverse-cycle heating system: +$3,800–$5,800 (heat pump RCAC or in-slab hydronic)
  • EER 6-star compliance modelling: +$1,200 over base NatHERS
  • External wall thermal-bridge detailing: Included in our spec, often skipped in mainland builds

Total ACT premium: ~$13,000–$19,000 over Brisbane equivalent. Worth every dollar — the alternative is a $3,800/yr electricity bill for a chronically cold granny flat.

Permits + approvals

The Territory Plan approval cost.

Most ACT granny flats follow this process:

  • Lease-conditional approval (LCA): Required if your block’s Crown Lease conditions don’t already permit a secondary residence. ~$1,840.
  • Development Application (DA): Standard residential code-compliant build, $1,200–$1,800 application fee.
  • Building Approval (BA): Through certified Private Building Surveyor. $1,600–$2,400.
  • Shadow diagram + EER certificate: $720–$960.
  • Feature + contour survey: $1,400–$2,200.

Total approval cost: $6,800–$9,200 in addition to base build. We coordinate all of it.
