Five districts, five design conversations.

Belconnen (NW Canberra, 25+ suburbs north of Lake Burley Griffin): Big 700–900m² blocks, established 1970s–90s houses, biggest secondary-residence demand thanks to UC and Belconnen town centre proximity. Standard 60m² 2-bed is the sweet spot.

Gungahlin (N Canberra growth area): Modern post-2000 estates on 500–750m² blocks, light-rail to Civic, strong APS short-let demand. Furnished 1-bed is the sweet spot.

Weston Creek (W Canberra established district): Large 750–1,100m² blocks, mature gardens, dominant downsizer demographic. Accessible-spec 2-bed for original owners is the sweet spot.

Tuggeranong (S Canberra valley, southern fringe): 1980s–90s established suburbs, cold-pocket overnight lows, downsizer + multi-generational family demand. Cold-pocket high-R envelope spec, accessible 2-bed.

Woden Valley (central-south Canberra, hospital precinct): 1960s–70s premium inner-suburb location, medical-staff short-let demand, highest 1-bed granny-flat rents in the ACT. Heritage-aware sympathetic design.

Territory Plan compliance — single-agency simplicity.

  • EPSDD: Environment, Planning and Sustainable Development Directorate handles all DA approvals in the ACT. There are no councils, no shires, no separate state-government overlay layer. One agency, one path.
  • Standard RZ1 envelope: Secondary residence up to 60m² GFA, single-storey, 3m front setback, 1.5m side, separate dwelling-entry point. One additional on-site car space (some exceptions for inner suburbs near transport).
  • NatHERS 7-star: NCC 2022 nationwide minimum. In Canberra’s climate this means double-glazed (low-E argon-filled), R5 ceiling, R2.5 wall, R2.0 underfloor, draught-sealed envelope, reverse-cycle split rated for −5°C.
  • EER 6-star disclosure: ACT-specific Energy Efficiency Rating disclosed at sale and lease. Hitting NatHERS 7 makes EER 6 automatic.
  • Bushfire Prone Area: Only fringe-suburb blocks (parts of Curtin, Lyons, Stirling, Chapman, Duffy, fringe Tuggeranong) hit BAL-12.5 to BAL-29. Most Canberra suburbs are BAL-LOW. We confirm at site visit.
  • ACT Building Services + EPSDD sign-off: Final certification by an accredited certifier (private). Equivalent to QLD’s QBCC or VIC’s VBA but ACT-specific.

2024 ACT housing-policy tailwind.

The 2024 ACT Government housing policy package explicitly identifies secondary residences on existing residential blocks as a key supply lever. The policy push has eased some DA-process friction and accelerated typical Gungahlin / Belconnen 1-bed approvals to 6–8 weeks (down from 10–12). Standard RZ1 blocks remain entitled to a 60m² secondary residence; the 2024 policy adds incentives for early adoption in growth districts. There has never been a better moment to build a granny flat in Canberra.
